This part of BS 8899 gives recommendations for the management of fire safety over the lifetime of a building, including guidance for designers to ensure that the overall design of a building assists and enhances the management of fire safety. It also provide guidance on fire equipment and fire safety manuals.

It also provides generic guidance on the provision of fire precautions and facilities within a building. It addresses the issues that need to be considered during the design process as well as those that will apply whilst the building is in use or which need to be taken into account when alterations to the building or the use of it are being considered.
It is intended for use mainly by building designers and fire safety managers or their delegates representatives. It is also intended for use by building owners, who are likely to assume the role of fire safety manager in smaller premises.

BS 9999:2017 gives recommendations and guidance on the design,management and use of buildings to achieve reasonable standards of fire safetyfor all people in and around buildings.This British Standard is not applicable to the following types of building, whichare covered in BS 9991:
- dwellings (single-family dwelling houses, self-contained flats ormaisonettes);
- residential accommodation blocks (e.g. for students or hospital staff), withindividual bedrooms and the provision of kitchen/sanitary facilitiesconstructed within a fire compartment;
- specialized housing.
This British Standard is applicable to the design of new buildings, and tomaterial alterations, extensions and material change of use of an existingbuilding.
NOTE Attention is drawn to the Building Regulations 2010 [1] and equivalentnational variations ([3] to [5]) in respect of the definition of material alterations,extensions and material change of use.
It also provides recommendations and guidance on the ongoing management offire safety in a building throughout the entire life cycle of the building,including measures for designers to ensure that the overall design of a buildingassists and enhances the management of fire safety. It can be used as a tool forassessing existing buildings, although fundamental change in line with itsrecommendations might be limited or not practicable.
The recommendations and guidance given in this British Standard are intendedto safeguard the lives of building occupants and fire-fighters. Whilst some of therecommendations and guidance might also assist in the achievement of otherfire safety objectives - such as protection of property, the environment,communities and business/service viability - additional measures might benecessary which are outside the scope of this British Standard.
This British Standard does not cover fire safety design strategies for extremeevents such as terrorist actions.
